Successful State-Level Legislative Initiatives for Funding Transportation Infrastructure Improvements (P12-5794)

This poster will be adapted from a report written by Nick Norboge and published by a distinguished Blue Ribbon Committee panel appointed by Texas Gov. Rick Perry to study future transportation investment needs. In 2011, this report was used to inform the Texas State Legislature and the Texas Transportation Commission on successful funding initiatives pursued by all 50 states within the past three years (post- 2008 recession and subsequent budget cuts). While other comprehensive reports published by the NCSL and other Blue Ribbon Committees provide in-depth analysis on financial initiatives pursued by other states, this analysis takes it a step further by analyzing funding legislation proposed and categorizing initiatives based on established criteria. This presentation will feature a comparative analysis of both enacted and proposed (not enacted) legislation pursued. Finally, the author will provide analysis on consistent themes for why certain legislative funding initiatives were successful.
