Travel Time Reliability as a Performance Measure: Applying Florida's Predictive Model on the State's Freeway System (12-0188)

Travel time reliability is widely recognized as one of the most important quality of service measures to automobile travelers and freight haulers. The Florida Department of Transportation (FDOT) has developed a travel time reliability model and applied it to all the freeways in Florida, not just miles covered by Intelligent Transportation System (ITS) instrumentation. With the aid of the model, FDOT has begun reporting travel time reliability for its entire system as part of its overall mobility performance measures program. It is also exploring the possibility of including travel time reliability into its systems level project priority system.
