Carsharing and Reduced Vehicle Ownership: Making the Connection in Residential Parking Requirements (10-0232)
    
Research has well established the potential of carsharing to reduce vehicle ownership at a city-wide scale, and there is growing interest among municipalities and developers in supporting minimum parking requirement reductions where carsharing services are available. To date, most Cities that have accommodated such reductions have done so on a site-specific and relatively ad hoc basis. Reflecting this approach, there are few studies that address the impacts of carsharing on particular developments. This paper considers the justification and options for formally incorporating a reduction in the parking requirements for residential buildings that provide reserved parking for carshare vehicles. Regression analysis, based on a survey of households in such developments in Toronto, Canada, suggests that dedicated carshare parking reduces a building’s average vehicle ownership and parking demand, thus providing empirical support for reductions in parking requirements. As with many zoning issues, “the devil is in the details” and the zoning provisions must be developed carefully to ensure that a parking reduction due to carsharing results in a favorable situation for all stakeholders: developers, carshare operators, building residents, and the city. Using the Toronto case, this paper provides an example of how an appropriate parking reduction ratio for carsharing can be developed that is compatible with existing residential parking requirements, improves the feasibility of dedicated carshare spaces over the long-term, and can be implemented under the existing regulatory regime. The study also addresses implementation considerations, such as how carsharing services are secured, accessibility and visibility of the carshare vehicles, and marketing.
