Is off-topic waterways freight research part of the problem? Do senior officials and research clients get our best thinking? Our panel will challenge researchers. Kudos to the system’s density, energy-efficiency, low pollution and rare accidents, yet service interruptions and aging built assets plague the system. The system got a D- on ASCE’s 2013 Report Card, the lowest ranking. Funding levels for construction, operations and maintenance are woeful. Create a better system via better research?
